A rotating roller is arranged in the crushing chamber; multiple rotating roller drill bits are arranged on the rotating roller; one end of the rotating roller penetrates through the crushing chamber and is then connected with the drive unit; a fixed jaw plate is arranged on an inner wall of the crushing chamber; fixed drill bits are arranged on the fixed jaw plate; and a crushing gap is formed between each rotating roller drill bit and the corresponding fixed drill bit. The gap between each fixeddrill bit and the corresponding rotating roller drill bit is adjustable, so that gravels can be crushed to specified sizes, a shield tunneling mud system performance is improved, and a slag conveyingcapability is improved.
