Based on the real-time characteristics of an integrated output fluctuation, the heat storage and power storage regulation that canoptimally track the fluctuation is selected for full-grid power regulation. According to the operating status of equipment in a judgment system, a dispatching center can make more accurate instructions, thereby greatly reducing the delay of dispatching and the consequences of the system frequency exceeding the normal range due to errors, reducing the possibility of system crash, greatly improvingthe security of the system, saving a lot of capital costs for the dispatching and maintenance operation of the power system, and achieving good economic, security and social benefits.
