Because the current of the charging unit is provided by the constant current source, the charging mode is a constant-current charging mode. Two end modes in the double-end unit are switched through the end change-over switch, and trigger the interface unit, so as to turn off the charging unit, and enable the ring oscillator unit to stop oscillation. A low voltage is outputted, and the discharging unit is turned off. At this moment, the trickle resistor provides a trickle current for a battery, and the charging and discharging units have standby tubes which are substitutes when a working tube is damaged, thereby improving charging reliability.
