The invention provides under-vehicle hoisting equipment and a vehicle. The under-vehicle hoisting equipment comprises vehicle body chassis cross beams welded to the bottom of the vehicle, anti-rotation blocks located in the vehicle body chassis cross beams, equipment lifting lugs and fastening parts. Bolt mounting grooves are formed in the anti-rotation blocks, and first through holes are formed in the bottoms of the bolt mounting grooves. Second through holes allowing the fastening parts to penetrate are formed in the bottoms of the vehicle body chassis cross beams, and third through holes allowing the fastening parts to penetrate are formed in the equipment lifting lugs. The fastening parts penetrate the first through holes, the second through holes and the third through holes to fixedlyconnect the vehicle body chassis cross beams with the equipment lifting lugs, and the lightweight design requirement of the vehicle is met. The design of the anti-rotation blocks and the fastening parts is adopted, and therefore the under-vehicle hoisting equipment is easy to mount, demount and replace.
