The invention relates to a fuel assembly skeleton repairing system and method. The system includes an operating platform used for accommodating repairing tools and providing movement space for operators, fuel baskets used for accommodating and protecting fuel assemblies, a turnover device used for turning over the fuel baskets, and a fuel rod displacement mechanism used for moving fuel rods in thefuel assemblies. The fuel assemblies having damaged skeletons can be repaired by the system and the method so that the fuel assemblies can be put into a reactor and used again, thus maintaining economical fuel circulation of a power station, keeping a refueling scheme unchanged, reducing costs for replacing fuel assemblies, and reducing influences of fuel assembly damage on the power station to the utmost.
