The invention provides a device and a method for forming a heat insulation layer in an engine shell. A preformed heat insulation layer and a preformed expansion core mold are sequentially placed intoan inner cavity of the engine shell, then a fixing and pressurizing mechanism assembly arranged on an upper cover plate is utilized for compressing the expansion core mold, pressure is uniformly transferred to the heat insulation layer through the expansion core mold, pressure is further produced through the expansion of the expansion core mold during hyperthermic vulcanization so as to be used for adhering the heat insulation layer and the shell, and finally the forming with adhesion reliability of the heat insulation layer and the engine layer can be reliably ensured.
