The invention discloses a simulated wireless blocking center message generator which comprises a script generation module, a main control module, a wireless communication module and a log storage andanalysis module. The script generation module generates a message script according to existing ATP vehicle-mounted device operation data before a test starts, and the main control module executes during the test process and modifies test scenario parameters and message scripts and displays simulation test information according to test needs. The wireless communication module uses an integrated service digital network (ISDN) server and an ATP vehicle-mounted device for wireless message interaction. The log storage and analysis module stores and parses wireless messages and wireless message interaction information. Through the arrangement of test scenarios and execution of the test scripts, the goal of testing functions of the ATP vehicle-mounted device is achieved, and a CTCS-3 level function of the measured ATP vehicle-mounted device is detected comprehensively.
