The device is characterized by comprising a transverse support, a transverse slide rail, a transverse lead screw, a transverse driving motor, a transverse movable moving plate, a longitudinal slide rail, a longitudinal lead screw, a longitudinal driving motor, a longitudinal movable moving plate, a rotatingshaft, cutting blades, a cutting motor and a supporting seat, wherein the transverse movable moving plate is assembled to the transverse support through the transverse slide rail; an axis of the longitudinal lead screw is vertical to the axis of the transverse lead screw; the longitudinal movable moving plate is assembled to the transverse movable moving plate through the longitudinal slide rail;the rotating shaft is mounted on the longitudinal movable moving plate through a bearing; one end of the rotating shaft is provided with the cutting blade while the other end of the rotating shaft isconnected to the cutting motor. With the adoption of the device, the production efficiency of the minicell can be improved.
