The brushing body (12) is a porous material which is impregnated with an ion-containing solution, and in which, when impregnated with the solution, the ions are capable of movingto the distal end. The first electrically conductive member (14) is located below a distal end surface (12a) of the brushing body (12). The negative electrode of the power source (20) is connected tothe first electrically conductive member (14) and the positive electrode of the power source (20) is connected to the second electrically conductive member (16).
