A PCB (4) is fixed right in front of a seven-segment-codon code disc (3)arranged on an electric meter body (1); and a camera (5), a single-chip microcomputer (7), a memory (8), a communication chip (9), an LED lamp (6) and a power chip (13) are separately arranged on thePCB to realize light supplementing, shooting, image processing, digital identification, and data transmission of the seven-segment-code code disc. A picture shot by the camera of the PCB is processedby the single-chip microcomputer to obtain a binarized black-and-white seven-segment-code digital image; regularization, interference removal, and loss repairing are carried out on the binarized black-and-white seven-segment-code digital image; and then refining and shaping processing is carried out. The electric meter having characteristics of high recognition success rate and accuracy, strong anti-air bubble interference ability and strong anti-dirty interference ability is suitable for wide-range promotion and application.
