The invention discloses an energy-saving air conditioner system in a tobacco shred making workshop in a cigarette plant. The system comprises a combined type air conditioner unit and a frequency conversion control device. The combined type air conditioner unit comprises a refrigeration device, a heating device and an air conditioning chamber. The refrigeration device comprises a refrigeration mechanism, the refrigeration mechanism comprises a surface air cooler, the heating device comprises a heater and a dry steam humidifier, the air conditioning chamber comprises an air processing area whichis divided into a return air processing area, an air exhaust area and a fresh air processing area, and an air inlet valve is arranged between the air exhaust area and the fresh air processing area. The surface air cooler, the heater and the dry steam humidifier are sequentially arranged in the fresh air processing area from left to right. The frequency conversion control device is adopted for controlling the rotating speed of an air feeder and the rotating speed of an air return machine, the energy consumption of the air conditioner system in the tobacco shred making workshop is reduced on the premise that the requirements of the tobacco shred making workshop are met, and the ratio of fresh air to return air can be conveniently controlled since the air inlet valve is arranged between theair exhaust area and the fresh air processing area.
