The invention provides a fastening device for a charged loosened bolt. The fastening device comprises a wrench and an insulated operation rod; the wrench is provided with a connecting part; a mountinghead is arranged at one end of the insulated operation rod; the mounting head is detachably connected with the connecting part through a bolt, so that the wrench and the insulated operation rod are in fastened connection at an angle.
