The invention discloses an active joint defence organization method for secondary security measures of an intelligent substation. The method comprises the following steps: step one, receiving and analyzing MMS information of a station level and GOOSE information of a process level and receiving and analyzing a security measure ticket sent by a monitoring background; step two, carrying out initialstate checking; step three, carrying real-time checking, and step four, carrying out reverse recovery checking of the security measure ticket. Therefore, reliability of the security measure operationis improved. With the security measure execution mode with an opening allowable signal and a closing allowable signal, the active defence organization of the security measure operation is realized.
