The invention discloses a near-zero-emission coal gasification power generation system with pollutant control and a power generation method. The system comprises a gasification furnace, a coal gas cooling tower, a dust removing device, a volatile alkali metal removing device, a desulfurizer, a water vapor conversion device, a CO2 separation device, an expander, a fuel cell, a catalysis combustor,a waste heat boiler, a turbine, a solid oxide electrolytic tank, an air separation device and a heat exchanger. The invention further discloses the power generation method of the system. Through reasonable arrangement of units, comprehensive utilization of chemical energy, electric energy and heat energy is achieved. By means of the near-zero-emission coal gasification power generation system withpollutant control and the power generation method, control over main pollutants in the coal gasification power generation system can be achieved, the purpose of near-zero emission of CO2 is achieved,multi-energy complement is achieved as well, and the comprehensive utilization efficiency of system energy reaches 65% or above.
