The invention discloses an intelligent transformer substation secondary system general-purpose hardware simulation device and method. The device comprises an internal bus, a core processor, a processlevel interface board and an alternating current sampling plate; the core processor is used for completing alternating electricity collection, calculation and protection logic logic function processing; the process level interface board is used for sending and receiving GOOSE and SV data; the alternating current sampling plate comprises an alternating current sampling circuit and a sampling chip,the alternating current sampling circuit is used for processing an input current and voltage analog signal to be a low voltage signal which can be processed by the sampling chip directly, the low voltage signal is converted by sampling chip analog-to-digital conversion and then sent to the core processor to for calculation and protection logic judgement. Accordingly, by means of plug-in combination, hardware requirements of transformer substation bay level equipment and process level equipment are met.
