The invention discloses a regulation and control method based on three-phase unbalance. The method comprises a main adjusting module, a sub-adjusting system and following steps: step 1, performing three-phase unbalanced adjustment on the main adjusting module; step 2, comparing the practical power of the sub-adjusting system and a set power threshold, connecting a general power supply module if the practical power of the sub-adjusting system is greater than the power threshold, and connecting a power grid if the practical power of the sub-adjusting system is less than or equal to the power threshold; and step 3, determining it is alarm information when the general power supply module receives external medium import information, and starting an alarm. The main adjusting module comprises anintelligent control unit, and the intelligent control unit acquires a current of a maximum current phase and a current of a minimum current phase of the sub-adjusting system and obtains a practical value of a three-phase current degree of unbalance. According to the practical value of the three-phase current degree of unbalance, the difference of the practical value and a set value of the three-phase current degree of unbalance can be calculated. An apparatus comprises a connection module, a calculation module, a criteria comparison module and an input module.
