The invention relates to a catalyst for oxidation reactions as well as preparation and application of the catalyst. The catalyst consists of a metal MI and a metal MII compound treated with a process,wherein the mass ratio of a reagent A used in the process treatment to the metal MII is (1.225:1)-(3.675:1); the mass ratio of the metal MI to the metal III is (1:10000)-(1:25). The catalyst is applied to glucose oxidation reactions and oxidation reactions of wastewater with dyes. Under gentle operation conditions, the catalyst is capable of oxidizing glucose into gluconic acid and the like, anddye molecules in wastewater with dyes such as rhodamine B and methyl orange can be also completely oxidized. After the reactions, the catalyst can be recycled through leaving stand or centrifugal separation.
