The invention discloses battery cell forming equipment and a battery cell forming method. The battery cell forming equipment comprises a winding unit, wherein the winding unit comprises a first winding needle, a second winding needle, a first winding needle seat, a second winding needle seat and a needle opener; the first winding needle and the second winding needle are opposite to each other; theneedle opener drives the first winding needle and the second winding needle to simultaneously move in opposite directions or deviate from each other; and the needle opener is matched with a first movable seat and a second movable seat or is not matched with the first or second movable seat. According to the battery cell forming equipment, the outside peripheral surfaces of the first winding needle and the second winding needle are positioned on the same elliptical circumference during winding, so that changes of the angular velocity and the linear velocity are gradually close to each other inthe winding process, and the change of the angular velocity is gentle; and therefore, tension fluctuation is decreased during winding. Moreover, during needle withdrawal, the first winding needle andthe second winding needle can approach to each other to enable a space at the inner periphery of a naked battery cell to be relaxed, and jump of a diaphragm or a pole piece during needle withdrawal can be avoided, so that non-uniform tension in the battery cell forming process is reduced.
