The invention relates to a communication cable take-up and payoff device, which comprises a bottom carrier, a support, a motor and a controller thereof, a deceleration strip, a rotation shaft and a cable rack. The bottom carrier is fixedly equipped with the support and the motor and the controller thereof; the top surface of the support is equipped with the rotation shaft through a bearing; the deceleration strip is arranged between one end of the rotation shaft and a motor shaft through a belt pulley; the other end of the rotation shaft is connected with the roll cable rack; and a communication cable is wound on the cable rack. By driving the cable rack to rotate through the motor, the communication cable take-up and payoff device realizes automatic cable take-up and payoff, thereby saving manpower and improving construction efficiency.
