The invention discloses a catalyst for removing arsenic and mercury in yellow phosphorus tail gas and a preparation method of the catalyst, and belongs to the technical field of catalysts. The catalyst is prepared from a carrier and an active component, wherein the carrier is a metal-organic framework taking cerium and zirconium as central atoms and 1,4-terephthalic acid as a linker, and the active component is manganese metal oxide; the catalyst contains 5%-20% by mass of manganese metal oxide and the balance of the metal organic framework. The catalyst carrier is prepared with a solvothermal method, and the active component Mn is added in a form of manganese salt. The catalyst can efficiently remove arsenic and elemental mercury in flue gas under conditions of low temperature and minute oxygen.
