The high-flux heat transfer plate and tube with the porous surface comprises a plate and tube substrate and a porous metal layer, the outer surface in the length direction of the surface of the plate and tube is of a corrugated structure, wave peaks on the upper surface correspond to wave valleys on the lower surface, and a plurality of parallel and independent penetrating holes are formed; and the porous metal layer is located on the outer surface of the plate and tube substrate. According to the high-flux heat transfer plate and tube with the porous surface, liquid evaporation can be accelerated, the boiling heat transfer efficiency is improved, the deformation resistance is high, and the yield of the high-flux heat transfer plate and tube with the porous surface is increased.
