The invention discloses a method for exploiting ocean tidal current energy resources based on reef chiseling way forming. In particular, based on different ocean information data, feature information extraction and processing on a multi-reef ocean zone which has not been developed and used in a large scale, and information such as submarine landform, faultage, rock stratums, rock mass, sandbanks, water depth, flow speed, sea lanes and seabed pipe network distribution is obtained. Furthermore, based on the thinking of chiseling submerged reef, getting through a water way and exploiting a new tide way, forecast analog computation and geological condition judgment on the tidal current energy amount are carried out, and exploitable ocean areas can be selected accordingly. On the basis, design of the to-be-planned new tide way and selection of the submerged reef needing to be chiseled are carried out, corresponding rock-soil quantity calculation is carried out, and therefore the best engineering technological scheme is obtained. Based on the new tide way exploited through the method, the flow speed, and the flow and the tide energy resource amount are increased in a multiplied manner; and in addition, the overall tide way and the overall ocean area can be used, and the method is particularly suitable for newest large-scale net-shaped small size impeller unit installing and power generation.
