An all-prefabricated prestressed concrete framed aseismic dissipative member system and a construction method are provided, wherein the all-prefabricated prestressed concrete framed aseismic dissipative member system comprises a foundation, frame columns, composite girders, aseismic dissipative members, and composite floor slabs. Connection rods that are vertical are embedded in the foundation in positions corresponding to the frame columns and are arranged along the outer sides of the frame columns in circular spaced manner. An embedded plate that is horizontal is arranged at the lower portion of each frame column, and each embedded plate is provided with through holes corresponding to the connection rods; the connection rods are passed through the through holes correspondingly to fixedly connect the frame columns and the foundation; the connection rods are provided with column footing dissipaters between the embedded plates and the foundation. By using the all-prefabricated prestressed concrete framed aseismic dissipative member system and the construction method, the technical problems are solved that the existing prefabricated structural system has high wet operation quantity, construction is complex, post-seismic repairing cost for column footing is high, the cost is high since dissipative reinforcement is arranged in beams, and manufacturing is complex.
