The invention discloses a method of producing a phagostimulant for fish by means of leftovers of culter. The method includes the following steps: collecting and pre-treating the leftovers of culter, fermenting the leftovers, and drying a product. The method completely utilizes all the leftovers in process of culter and is high in utilization ratio of the leftovers. The phagostimulant contains a flavor component for phago-stimulation and contains a sweet substance, so that the phagostimulant has good phago-stimulation effect. The phagostimulant contains probiotics as well as various components which have functions of stopping bleeding and activating blood, protecting liver, promoting tissue regeneration and resisting bacteria, so that the phagostimulant can reduce stress reaction of fishes during transportation thereof and promote predation of the fishes, thereby reducing death rate and guaranteeing quality of the fishes.
