The invention relates to an energy control policy based on a solar energy and heat pump complementary heat storage boiler. The energy control policy is technically characterized by comprising the following steps of: designing the heat pump power to meet an independent 24-hour heating capacity by means of off-peak electricity; calculating the daily heat storage amount of a solar heat collector; designing the volume of a heat storage water tank to store solar heat storage amount to the maximum extent; and monitoring the temperature in the heat storage water tank by a control system according to a model and parameters, controlling start and stop of the solar heat collector and the heat pump, and controlling heat release of the heat storage water tank according to a tail end heat-dissipating demand. By making full use of the advantages of solar energy and heat pump, optimum load allocation and operating mode control are performed on the heat pump and the solar heat collector, and the heating reliability and economical benefit are ensured by means of the heat pump which has a continuous heat supply capacity at a low energy consumption and the solar heat collector.
