The invention provides a heating radiator, a heating device composed of the heating radiator and a manufacturing method of the heating radiator. The heating radiator comprises an electric heating wire and an inorganic nonmetal board; and the inorganic nonmetal board obtains heat from the electric heating wire, radiates the heat outwards and is a mixture which comprises titanium spar, cordierite, spodumene and petalite. The heating radiator adopts the inorganic nonmetal board, the inorganic nonmetal board is large in specific heat and high in energy storage capacity, and compared with air convection heat dissipation, the heat utilization rate is high; and the inorganic nonmetal board is not high in surface temperature and does not cause scalding, water in air on the surface of the inorganic nonmetal board is not completely evaporated, and the use feeling is good.
