The invention discloses a user context information generation method and apparatus for an intelligent power distribution network. The method comprises the steps of obtaining a user behavior characteristic, wherein the user behavior characteristic comprises at least one user behavior characteristic factor; calculating weights of the user behavior characteristic factors by utilizing an analytic hierarchy process; obtaining context information corresponding to the position of a user; fusing the user behavior characteristic and the context information corresponding to the position of the user according to the weights of the user behavior characteristic factors, thereby obtaining user context information. The generation of a context fusion unit can be effectively facilitated and a fused context unit is more reasonable, so that effective user context information is formed, decisions are provided for enterprises or user units, and the power distribution resource structure is optimized.
