A fuel battery and storage battery hybrid power system energy management test platform comprises a hybrid energy system, an energy management control system and a dynamic load simulation system. The hybrid energy system comprises a hydrogen storage apparatus, a flowmeter, a fuel battery system and a storage battery. The energy management control system comprises an upper computer, an energy management controller, a voltage and current controllable DC/DC converter and a current and voltage sensor. The dynamic load simulation system is a programmable electronic load. The invention also discloses a fuel battery and storage battery hybrid power system energy management test method based on the test platform. The invention aims at realizing feasibility verification of a fuel battery and storage battery hybrid power unmanned aerial vehicle energy management strategy and the advantages that test cost is low, a risk is small and realization is easy are possessed.
