The invention discloses a slow-release and slump-retaining type concrete water reducing agent. The water reducing agent is composed of a polyester and a powder-agent-type water reducing agent, and the polyester wraps or half wraps the surface of the powder-agent-type water reducing agent, wherein the mass ratio of the polyester to the powder-agent-type water reducing agent is 1%-5%. The slow-release and slump-retaining type concrete water reducing agent can make concrete fluidity kept for a longer time without bringing unfavorable influences on the strength of concrete at middle and late periods, and is suitable for engineering application which has higher demands on concrete fluidity keeping, such as high-temperature construction and relatively-long distance transportation of the concrete.
