The invention discloses a composition for preventing and treating plant diseases and insect pests, and a prevention and treatment method for plant diseases and insect pests, belonging to the technical field of tobacco planting. The composition is composed of the following components by weight: 5-10 parts of extract of Lawsonia inermis, 6-8 parts of extract of Leucas aspera, 9-15 parts of extract of Caryopteris incana, 10-25 parts of extract of Thevetia peruviana, 10-15 parts of extract of Tripterygium wilfordii and 12-18 parts of extract of Asarum herb. The composition provided by the invention is a botanical pesticide which is easily degradable in environment and capable of meeting current requirements for environmental protection and high-quality tobacco production, effectively preventing and treating insect pests attacking tobacco and improving tobacco quality.
