A seal device for a turbine is provided around a rotor so as to separate a high-pressure space and a low-pressure space. The seal device for the turbine is provided with a plurality of thin plates that are arranged along the outer circumferential surface of the rotor and each of which comprises: a base end section that is positioned on the outside in the radial direction of the rotor and supported by a stationary part of the turbine; and a tip section that is positioned on the inside in the radial direction of the rotor, said tip section comprising a tip surface that faces the outer circumferential surface of the rotor. The width direction of each of the thin plates is parallel to the axial direction of the rotor on the base end section side. In a cross section along the width direction of the thin plates, the one edge on the high-pressure space side of the tip section of each of the thin plates is positioned further downstream in the rotor rotation direction than the other edge on the low-pressure space side.
