The invention discloses a cooling tower low-temperature water vapor recovery device. The cooling tower low-temperature water vapor recovery device comprises a cooling tower body provided with an air outlet and a packing layer. An air condenser and an outer refrigerant device are installed at the positions, located between the air outlet and the packing layer, in the cooling tower body. Low-temperature water vapor makes contact with the air condenser and the outer refrigerant device in the upward flow process and liquid drops coagulate. The tower wall of the cooling tower body is provided with an air door used for inhaling cold air outside a cooling tower and serving as a cold source of the air condenser. The outer refrigerant device is connected with a cold liquid conveying pipeline used for a circulation flow to convey cold liquid serving as an outer refrigerant device cold source. The cooling tower low-temperature water vapor recovery device enables the low-temperature water vapor to be cooled before the low-temperature water vapor flows out of the cooling tower and to be coagulated into the liquid drops largely, and thus recycling and reusing of the low-temperature water vapor are achieved; meanwhile, air transparency is improved, the frosting probability of surrounding road surfaces is reduced, and environmental protection is also realized when water conservation is achieved.
