The invention discloses a noble metal gold modified gold-titanium dioxide core-shell structure photocatalyst and a preparation method thereof. The preparation method comprises: synthesizing a gold colloidal solution, uniformly dispersing, forming a gold-silica single-core single-shell structure by using silica, adding tetrabutyl titanate at a uniform speed in a dropwise manner, uniformly dispersing, carrying out a circulation reflux reaction to form a single-core gold-silica-titania composite structure, and etching the silica by using strong alkali. According to the present invention, the synthesis is performed by using the surfactant template method, the operation is simple and easy to perform, the reproducibility is good, the photocatalyst having the single-core single-shell structure has the high economic benefits, and the obtained catalyst material is the catalyst having the titanium dioxide hollow ball structure, and has the large specific surface area.
