A vehicle wheel disk (10) and a manufacturing method thereof are provided. The vehicle wheel disk (10) is manufactured from a disk material (2) of a flat plate. The vehicle wheel disk (10) includes a hub coupling portion (12), a disk flange (13) and a hat (14). The hat (14) includes a hat top (15) protruding outwardly in an axial direction of the disk (10), a radially inner hat portion (13) connecting the hat top and the hub coupling portion (12), and a radially outer hat portion (17) connecting the hat top (15) and the disk flange (13). In the vehicle wheel disk (10), a first thickness-reduced portion (18a) is smaller in thickness than the disk material that is formed at the radially outer hat portion.
