The invention relates to a friction protecting and conveying device capable of being stopped at any time and an application method thereof. A bracket consists of two frameworks and a lower part base, wherein the two frameworks are parallel to each other; N*M rotating wheels are arrayed between the two frameworks in an equidistant and parallel manner; each of two ends of each rotating wheel is inserted in the corresponding framework; one end of each rotating wheel is driven by an adjustable torque transmission shaft; in each adjustable torque transmission shaft, chain wheels are driven by a chain, so that a core shaft is driven to move, and the core shaft is connected with a rotating wheel and drives the rotating wheel to move; a motor controls and drives chains in the adjustable torque transmission shafts to move by a reducer, and finally, the rotating wheels rotate; supports are mounted on each of the frameworks, and each support is provided with an inductor; and an ejector of which the height is greater than that of the corresponding rotating wheel and which is parallel to the corresponding rotating wheel and extends in a direction inwards the frameworks is arranged on the side surface of each support. Through the adoption of the structure of the friction protecting and conveying device which can be stopped at any time disclosed by the invention, the invention creatively provides the friction protecting and conveying device which can be stopped at any time, and the application method, the friction protecting and conveying device is diversified in functions, accurate in stopping, low in cost and long in service life, and the unnecessary abrasion is reduced.
