The invention relates to a two-stage-deployment-based rapid whole-network model generation and sharing method. A provincial-level model center is established at a provincial dispatching center and a centralized national-branch model center is established at a national dispatching center and a branch center, thereby realizing local high-efficiency model maintenance of model data; a three-level model dictionary is established at the national-branch model center to realize unified access of information of all regional physical-distribution models with voltages of 10kv and above as well as modes in a distributed memory bank; and with views of models with voltages of 10kv and above stored in the distributed memory bank, a support is provided for rapid and accurate generation of a whole-network model, so that horizontal and longitudinal rapid on-need sharing of models is realized. Because of the unified model service constructed based on a model dictionary and a model view, rapid generation and on-need sharing of the whole-network model are realized in a physical distribution state.
