The invention relates to a device (1) for controlling a combustion engine (10). The combustion engine comprises at least one cylinder (11), each comprising an inlet valve (16) and an outlet valve (17). The downstream of the combustion engine is connected with at least one catalyst (23) used for processing after air exhausting. The device (1) comprises a control unit (30). In order to improving a preheating behavior of the catalysts in the air exhausting system of the combustion engine, according to the invention, it is regulated that at least one temperature is measured through at least one measurement device (31-34); the control unit (30) is designed to examine whether the measured temperature is lower than a preset lowest temperature so as to detect the insufficient temperature level of the catalysts (23); and close or keeps at least one valve (16, 17) of each cylinder (11) to be closed when the insufficient temperature level and overspeed fuel cut-off occur simultaneously.
