The embodiment of the invention relates to the field of communication, and particularly relates to a satellite ground station communication system on the move and a communication method thereof which are used for improving the network utilization rate. In the embodiment of the invention, mobile communication signals transmitted by a base station are received; the satellite ground station communication system on the move is determined to perform communication through a mobile communication system under the condition that the intensity of the received mobile communication signals is determined to be not less than a threshold. In the embodiment of the invention, a communication system of the satellite ground station communication system on the move is flexibly selected according to the intensity of the received mobile communication signals transmitted by the base station and the threshold; under the condition that the intensity of the received base station signals of the satellite ground station communication system on the move is not less than the threshold, users can select the mobile communication system to perform communication, and the mobile communication system has advantages in tariff and rate compared with a satellite communication system, so that a circumstance that the users do not use the network to perform communication because of high tariff caused by application of the satellite communication system can be avoided, and thus the network utilization rate can be improved.
