The present invention discloses a dispersible latex powder composition, and a stabilizer and uses thereof, wherein the dispersible latex powder composition comprises dispersible latex powder and the stabilizer, the adding amount of the stabilizer is 0.9-1.8% of the weight of the dispersible latex powder, the stabilizer comprises an amphoteric surfactant and a polyether-based nonionic surfactant according to a weight ratio of 1:4-4:1, and the stabilizer is used for preventing the dispersible latex powder from demulsification in a cement slurry. According to the present invention, the dispersible latex powder composition cannot produce the demulsification phenomenon in the cement slurry, and has good adaptability in the latex cement stone system.
