The invention discloses a device for seabed superficial zone non-diagenetic natural gas hydrate solid state fluidization mining. The device comprises a waterpower jetting flow jet group, a continuous hose, a hydrate collecting ship arranged on sea surface, a transfer station arranged in sea water and a riser arranged in the surface layer of the seabed, a guiding seat is arranged in the riser, the waterpower jetting flow jet group is arranged in the guiding seat, outer portion of a jet body is sleeved with a transferring pipe connected to the transfer station, and a port is formed in portions, touching the jet body, of the transferring pipe; the transfer station is connected to the hydrate collecting ship, one end of the continuous hose is connected on the hydrate collecting ship, the other end of the continuous hose penetrates through the transferring pipe from top to bottom and communicates with flow channel of the jet body; and a method for mining seabed superficial zone non-diagenetic hydrate is disclosed. The device and method for seabed superficial zone non-diagenetic natural gas hydrate solid state fluidization mining has the benefit effects of saving energy sources, avoiding pollution to the sea, decreasing mining cost of natural gas and being high in mining efficiency.
