The invention discloses a two-degree-of-freedom steering engine for a planetary gear ankle and a robot. The two-degree-of-freedom steering engine for the planetary gear ankle comprises a motor, an ankle steering engine rear shell, a gear shaft, a transmission gear, a planetary gear, a planetary gear carrier, a steering engine circuit board, an ankle steering engine front shell and a foot bottom plate bracket, wherein the ankle steering engine rear shell and the ankle steering engine front shell are mounted on the foot bottom plate bracket; the motor is arranged in the ankle steering engine rear shell, and the motor is connected to the gear shaft; the gear shaft is meshed with the transmission gear, and the transmission gear is meshed with the planetary gear arranged on the planetary gear carrier; and the gear shaft, the transmission gear, the planetary gear, the planetary gear carrier and the steering engine circuit board are arranged in the ankle steering engine front shell, and the steering engine circuit board is located at the side, opposite with the motor, of the planetary gear carrier.
