The invention discloses a new acid gas-free low-overstocking normal temperature gold refining process. The process comprises the following steps: isolating an electrolytic cell into an anode area and a cathode area by using an anionic membrane, and performing electrolysis by taking raw gold serves an anode and taking a titanium mesh serves as a cathode, wherein the electrolyte in the anode area is 10 to 200 g/L hydrochloric acid and 10 to 30 g/L sodium chloride aqueous solution, and the electrolyte in the cathode area is 10 to 350 g/L hydrochloric acid solution; during an electrolysis process, in the anode area, silver in the raw gold and chloride ions in the solution form silver chloride participate after the raw gold discharges; the gold and other metal impurities discharge to form ions and the ions enter the solution in the anode solution. According to the process, the defect that a large amount of harmful waste gas is produced by an aqua regia method or a chlorination method is avoided; the disadvantage of large gold overstocking caused by an electrolytic refining is also overcome. The whole production process is performed at the low temperature of 50 DEG C below; the problem that a large amount of the hydrochloric acid in the solution volatilizes at a high temperature is solved; meanwhile, the loss of the gold in the solution along with the escaping of an acid gas is also avoided.
