The invention provides a conversion and utilization process for low-carbon hydrocarbons. According to the process, a material rich in C4-C6 alkane (such as topped oil, coked light naphtha, oil-field light hydrocarbons and pentane oil) is mixed with a material rich in olefins (catalytically cracked C4 or cracked C4) to produce butadiene, pentadiene and a gasoline component rich in ether compounds with high octane numbers; after mixing of material flow rich in C4-C6 alkane with material flow rich in olefins, the mixed material flow is allowed to successively pass through a catalytic dehydrogenation unit and an oxidative dehydrogenation unit; and the obtained product is conveyed to an etherification for production of the high-octane-number gasoline component after separation of butadiene and pentadiene. The process provided by the invention improves the utilization rate and added value of the material flow rich in C4-C6 alkane and provides a method for utilization of olefin-rich raw materials like mixed C4 and catalytic light gasoline.
