The method disclosed by the invention is applied to a base station group, the base station group comprises a main base station and auxiliary base stations, the main base station and the auxiliary base stations are connected by switching equipment, and context information of users resident on the auxiliary base stations is stored on the main base station, wherein the main base station receives handover request messages sent by the auxiliary base stations; if the main base station judges according to the handover request message that a target base station of user equipment which is handed over does not belong to the base station group to which the main base station belongs, the handover request message is sent to the target base station; and the main base station notifies user equipment on the auxiliary base station corresponding to the handover request message to be handed over to the target base station. According to the method, base station and system disclosed by the invention, a processing load on the base stations in a scene of small-range coverage of a plurality of base stations can be reduced.
