Chlorohydrin reaction liquid subjected to chlorohydrination reaction is desalted and concentrated, on one hand, the chlorohydrin reaction liquid L is recycled, on the other hand, the content of chlorohydrin in chlorohydrin reaction liquid H Sigma can be increased, then chlorohydrin reaction liquid H Sigma with high chlorohydrin content is saponified, the quantity of saponification waste water can be greatly decreased, finally the saponification waste water is evaporated so as to recycle calcium chloride, steam is recycled, therefore, the zero emission of the saponification waste water can be realized, and the contents of alkaline and salt in saponification waste slag can be reduced by utilizing water supplementation operation.
