The invention provides a power-grid wind-power sending-out capability assessment method considering a wind-power-plant off-grid constraint. The method comprises the following steps of according to alternating current and direct current power grid data of an assessment area, calculating and acquiring a power-grid wind-power sending-out limit parameter group of the assessment area; according to the power-grid wind-power sending-out limit parameter group, establishing a power-grid wind-power sending-out capability assessment model; and according to the power-grid wind-power sending-out capability assessment model, determining a power-grid wind-power sending-out capability of the assessment area. By using the method in the invention, an important constraint condition of the power-grid wind-power sending-out capability of a restricted area can be rapidly and accurately found so that the wind-power sending-out capability of a regional power grid is increased and wind energy resources are developed and used maximumly.
