The invention discloses a multilevel environment-friendly road drainage and water guide system. A pavement structure of a road is sequentially provided with a permeable surface layer, a permeable base layer, a macadam base layer, a filter layer and a roadbed from top to bottom, wherein a layer of combined bricks are horizontally laid in the permeable surface layer; a permeable support frame is arranged at the bottoms of two adjacent combined bricks; a drainage channel is arranged in the middle part of the pavement structure; and water guide pools are arranged at the positions, close to a green belt, of two ends of the pavement. According to the multilevel environment-friendly road drainage and water guide system, the problem of water accumulation in the pavement in a rainy day is solved; the pedestrian safety is ensured; the raising dust pollution is reduced; rainwater can be guided into the green belt; underground water is restored; underground water resources are supplemented; the burden of an urban drainage system is reduced; the urban land surface temperature and humidity are improved; the urban thermal cycle is improved; and the heat island effect is relieved.
