The invention relates to a regional user power load management method. A user in one region is influenced by an industrial/commercial work property so as to possess a special power utilization characteristic. An existing energy management and control method does not consider a power utilization difference characteristic among different regions and adopts a uniformed management and control mode. Aiming at a present situation, a regional user energy management and control method is researched. A core content of the regional user energy management is that a user load in one region is controlled and managed. An electric power company publishes alternative energy saving schemes to the user. After the user selects one scheme to execute, through an intelligent terminal, such as an intelligent electric meter, an interactive terminal and the like, energy consumption data acquisition is performed on an regional/single point user, key equipment or a distributed power supply, and access, conversion, loading, connecting, sharing and a series of processing are performed on data so that a user behavior is analyzed and a power utilization characteristic of the regional area is grasped. A data support is provided for screening the user by the electric power company and a theory basis is provided for making a regional user control strategy. And then, scientific, reasonable and energy-saving optimization control of the regional user is realized.
