A light irradiating device (1A) is provided with a light source (10), a dispersive element (20), a spatial light modulator (30), and a light condensing element (50). The dispersive element (20) disperses and outputs pulse light output by the light source (10). The dispersive element (20) includes, for example, prisms (21, 22). The spatial light modulator (30) modulates and outputs the phase spectrum or intensity spectrum for light output by the dispersive element (20). The light condensing element (50) receives the light output by the spatial light modulator (30) in a dispersed state and condenses the light to a common region (condensed light region) on the surface or inside of an object (9). Thus, it is possible to achieve a light irradiating device that can increase the freedom for adjustment of the temporal waveform of pulse light in the condensed light region and can easily achieve an intended temporal waveform.
