The invention relates to an asphalt warm-mixed modifier and a preparation method thereof. The asphalt warm-mixed modifier is prepared from the following raw materials in parts by weight: 22-27 parts of a polymer mixture, 20-25 parts of petroleum asphalt for buildings, 30-40 parts of aromatic hydrocarbon oil, 10-15 parts of rubber powder, 5-10 parts of butadiene styrene rubber and a proper amount of solvent oil. The asphalt warm-mixed modifier is low in production cost; the prepared asphalt warm-mixed modifier is long in storage time and good in heat stability, and is capable of reducing the mixing temperature of asphalt concrete and improving the pavement performance of asphalt concrete when used for producing asphalt; and the stability and rutting resistance of produced asphalt are greatly improved.
